It's not that Kagu doesn't trust him, and it's not that they don't like him - it's just that the last time someone came back to life he was kind of possessed by a demon and caused a lot of problems (see: Sugawara), and there was another time before that when someone was killed and possessed without having all sorts of darkness in her heart to latch onto (see: Rao, who I assume the local mikos were informed about by Issun or someone after Himiko's death, Issun at the very least because he wouldn't have left that detail out when he went around being a Celestial Envoy and spreading Ammy's story), so they just want to make sure they don't have to do an emergency exorcism or anything. Yeah Akuro's dead and most of the demons are gone, but that's what they said when Yami was slain a little less than a year ago...
But after he's cleared (and after Kagu then shakes him a while for being an idiot during the final boss fight, because now that he's not on his deathbed she can do that), he and Scholar do meet up, and they do have their date. A cute date where they go cherry blossom viewing in the city and have ALL THE SHRIMP SUSHI at Sei'An's best restaurant (because Kurow doesn't have shrimp trauma and figures that just because you shouldn't eat it at Sabra La Tau doesn't mean that applies in Nippon - also since Kagu is pretty much in training to be Sei'An's ruler at the moment she kind of pushes through a favor or two and lets them do what they want on their date without worrying about money) and go star-viewing at night on the coast and it probably involves visiting Sugawara's shrine too. And she tells him her name as she promised, and all is well ^^
